Within its programme to intensify digital skills and learning, the Ministry of Science and Higher Education (MOSHE) designed a National Digital Skills Country Action Plan to improve employability in the digital work sphere over the coming decade in Ethiopia. The plan was developed in consultation with representatives from the MOSHE, private sector, higher education, and Technical and Vocational Education and Training institutions. It will require approximately US$25 billion for its implementation, which includes building information and communication technology infrastructure, virtual laboratories, and smart classrooms. It further covers professional development, software, and tools for learning. The Action Plan hinges on five main components: creating legal and policy frameworks, reforming the current digital skills programme, enhancing technology use across higher learning institutions, and ensuring a better EthERNet (local area network connectivity).
