Techspot reports that Russia has responded to difficulties in banning the use of Telegram by blocking more than 15.8 million IP addresses and some 50 services including VPNs and web anonymisers. This comes after Telegram had been asked to provide its encryption keys to the Russian government in March, for security and anti-terrorism reasons, which it refused to do. On 30 April, over 7500 (some estimates are as high as 12 300) protesters gathered in central Moscow to defend Internet freedoms and protest the blockage of Telegram.
