GSMA published the Mobile Money Policy and Regulatory Handbook to promote public-private partnerships aiming at establishing an enabling regulatory framework that can unlock the full potential of mobile money services and help to drive financial inclusion, reduce economic inequalities, and improve employment and economic growth. The handbook provides key considerations for financial regulators and other stakeholders in the mobile money industry on issues that vary between privacy and data protection, cybersecurity, and affordability, among other topics. To this aim, it provides a practical guide that offers:

• An overview of the key issues facing the industry;
• A window into industry perspectives;
• A signpost for regulatory best practice; and
• A portal to additional information.
