Netblocks, the web-monitoring organization, has confirmed the outages through their live network data and have attributed part of the disruptions to 'state information controls or targeted Internet shutdowns', according to the report. The effects of the action by the Iranian authorities, according to the report is that the public's ability to express political discontent or communicate with the outside world will be limited.
