In advance of the third substantive session of the UN Open-ended Working Group on Developments in the Field of Information and Telecommunications in the Context of International Security, Germany has published its position paper on applicability of international law in cyberspace. The document outlines selected aspects of the interpretation of core principles and rules of international law in the cyber context. Germany aims to contribute to the ongoing discussion on the modalities of application of international law in the cyber context and to foster transparency, comprehensibility, and legal certainty with regard to an important aspect of foreign affairs.
