The Council of Europe's (CoE's) Ad hoc Committee on Artificial Intelligence (CAHAI) has released a publication entitled 'Towards regulation of AI systems'. The publication's first part outlines the impact of AI on human rights, democracy, and rule of law, and maps the relevant corpus of soft law documents and other ethical-legal frameworks developed by governmental and non-governmental organisations globally. One chapter in the document is dedicated to providing regulatory guidelines for a potential future legal framework for AI. The second part of the publication collects national perspectives of different observer states (e.g. Israel, Japan and Mexico) to support the development of an international legal framework of AI based on the standards established by the CoE on human rights, democracy and the rule of law.
