US congresswoman Elise Stefanik has introduced a bill in the Congress aimed at creating a National Security Commission on Artificial Intelligence (AI). The envisioned commission would be responsible for conducting a comprehensive review of AI advances for the US President and Congress, addressing and identifying national security needs with respect to AI (including 'economic risks and other needs for the common defense of the Nation'), and provide near-term actionable recommendations for the president and the congress, as well as annual and actionable recommendations thereafter to the government through 2020. These recommendations would cover areas such as the competitiveness of the USA in AI with regard to national security, economic security, and investments; technological advancements (ways for the USA to maintain technological advantage in AI); cooperation and competition; investment and research; workforce and education; international law and ethics; and data and privacy.?
