China's interim guidelines for generative AI services

The Cyberspace Administration of China (CAC) released a set of interim guidelines to regulate the generative AI industry. The success of OpenAI's chatbot ChatGPT, sparked a generative AI frenzy in China and worldwide. Leaving many Chinese companies waiting for government approvals for public launches of their AI products.

The CAC stated that AI services offered in China need to be aligned with China's socialist values. With regard to the characteristics and use cases of different generative AI technologies, the Chinese regulator will establish corresponding classification and grade regulatory rules or guidelines. The interim guidelines come into effect on 15 August. Consequently, service providers are obliged to carry out security assessments as well as algorithm filing procedures prior to their product launches. The guidelines do not apply to industry organisations, firms and research institutes that do not provide the AI tech developed and applied to the public.
