According toa news report, the human rights group, Agora, has submitted an official request to Mr David Kaye, UN Special Rapporteur to look into an issue ofInternet access restrictions that was imposed by Russian authorities during a protest earlier in August particularly in Moscow and Ingushetia.

According to the report, the August 3 protests saw some 828 people detained whilst they were protesting against "the refusal to register opposition candidates for the elections to the Moscow City Duma" coupled with the Internet disruptions.

The request by the human rights group, according to the report, is for the UN Special Rapporteur to ask the Russian authorities to give a clear response about the matter of the Internet disruptions during the protests since that action constitutes an "arbitrary interference with citizens' right to freedom of expression"
